The quality of business environment
in Slovakia has slightly worsen in the 4th quarter of
2008
At the end of the fourth quarter
of 2008 the Business Environment Index (BEI) has worsen
to 113.3 points, which represents a decrease of 1.68%
in comparison with the previous period. In fact, it
is the tenth consecutive decrease.
For entrepreneurs, the biggest disappointment
in the last quarter was the "Efficiency of state
economy and access to state aid", when its evaluation
fell by 6.54% to 58.3 points. It was due to investor's
and entrepreneur's doubts about efficiency and systematicness
of government measures adopted to decrease the impacts
of financial crisis on Slovak economy. The respondents
assigned a decrease of 6.48% to item "Presence
of bureaucracy". Current value is 51.5 points.
A barrier to the business environment improvement was
also "Law enforcement, judicial effectiveness",
when it has decreased also by 6.08% (to 44.2 points)
in the last period. Among ongoing problems, there are
for instance duration of the cases, insufficient neutrality
of judges, and occurrence of corruption in the judiciary.
The highest increase
in comparison with the previous quarter achieved item
"Stability and predictability of the SKK exchange
rate". It increased by 7.13% to 127.5 points. The
second biggest increase achieved the "Regulation
of market entry/exit (licensing, certificates, duties)",
when it rose according to the entrepreneurs' view by
2.07% to 162.2 points. The respondents also assigned
an increase of 0.43% to the "Quality and accessibility
of primary inputs, labour force". Current value
is 100.0 points.
