The quality of business
environment in Slovakia has markedly worsened in the
1st quarter of 2009
At the end of the first quarter
of 2009 the Business Environment Index (BEI) has worsen
to 109.5 points, which represents a decrease of 3.33%
in comparison with the previous period. In fact, it
is the eleventh consecutive decrease and thereby the
largest decrease in the history of the index at all.
According to entrepreneurs, the
biggest disappointment in the last quarter was the "Efficiency
of state economy and access to state aid", when
its rating fell by 9.75% to 52.6 points. In spite of
all visible negative impacts of crisis on public finance,
the government hasn't revalued expenses of state budget
yet and hasn't implemented radical expenditure cuts
in all budget sections. The second largest decrease
in comparison with the previous quarter was assigned
to the "Functionality of political system in the
country", with decrease of 8.25% to current value
60.0 points. Another barrier to the business environment
improvement was "Credibility and financial discipline
of business partners", that also fell by 8.25%
in the last period. Credibility of business partners
started to fall slightly in the second half of the previous
year and at the beginning of year 2009 it decreased
markedly.
On the other hand, the highest increase
in comparison with the previous quarter achieved item
"Stability and predictability of the EUR exchange
rate". It increased by 3.44% to 131.9 points. The
second highest increase achieved the item tracing "Quality
and accessibility of primary inputs and labour force",
when it rose according to the entrepreneurs' view by
1.50% to 101.5 points. The respondents also assigned
an increase of 0.41% to the "Regulation of market
entry/exit (licensing, certificates, duties)".
Current value of the item is 162.8 points.
